Very astute observation. The first few Hammonds had drawbars that did indeed go all the way up to nine, but had to be "scaled back" because of an unfortunate incident involving noted philapidary Dame Ulna Eustace and Horace Pinchtuckett, the Archvicar of Chicago .

Of the few scanty records still extant, it's possible to extrapolate the following events

On a certain Thursday evening in October 1934, the very first Hammond electromechanical organ was to be debuted at the Chicago clerical community during a special service at the now defunct Skokie Synodal Sacremental Sanctuary in downtown Chicago. At that time it had not been discovered that when a Hammond exceeds a particular sound pressure level under certain acoustical conditions, a phenomenon known as sympathetic schwing resonance occurs, wherein disorienting vibratory stimuli are induced in whalebone garter stays and certain types of ecumenical skivvies.

Details become cloudy at this point, but we can deduct with reasonable certainty that about halfway through the concert, an unholy commotion was noticed by several of the attendees. An investigation into the disturbing sounds resulted in the discovery of the above mentioned luminaries behind the Transept of Elmosh in what was described by one onlooker as "most assuredly a non-liturgical tableu". During the hearings, the chagrined presbyter was reported to have plead temporary apostasy, laying the blame on "that demonical droning from them terrible tonewheels! They sets a feller's gaiters to grinding, they does!"

In response to accusations that he was creating "infernal engines of immoral machinations", Laurens Hammond agreed to redesign the offending instruments by throttling back the drawbars from nine to eight, and he further agreed to certain undisclosed reparations which were rumored to involve

oh idunno someone else finish it.

At least none of those drawbars go up to 11.

TLDR

is it referring to Hammond organ drawbar settings?

Hammond drawbars only go up to eight, unlike that pic up there. Had I noticed it before anyone else, I'd have changed it.

Intradestingly enough, the factory presets on a Hammond organ suck, just like the presets on our modern synths. But they're way harder to change.

Any of you who've never had any time on a big ole Hammond/Leslie are missing an experience. You should find one and play it.

Not to seem difficult this morning, but I have found a very amazing use for Hammond factory presets that I would love to show you should we ever meet. It's possible I could video it, but I don't think I'll do it any time soon.

Also, the presets are much more fun for me to program than any dijital synth. Although I must say the the Hammond screw sack that looks much more like a nutsack is a bit strange the first time you see it.

Btw, did I tell you guys that I currently use two Leslie's in the live room these days?

It is very awesome.

Also, the guitar sounds wonderful through them, and with two, it's plenty loud enough to play with a band.

I'll need to get a video

Is it the talking vowel sound trick? I've heard of that but I don't think I've ever heard the actual phenomenon.

Two Leslies is Teh Schlitz indeed.
